Add footprint for Bel Fuse 08B0-1X1T-36-F
...
Footprint obtained from Samacsys, but taken with changes:
* mounting holes instead of pins 11/12
* add courtyard
* restrict silkscreen to inner area

Basic upgrade to Kicad 7+
...
Symbols had to be recreated because they were not part of
original dataset.
Footprint library now needs to end in .pretty
Still many DRC warnings, but the basic result ought to be
the same as before now.
