ARM: integrator: move board select into mach-integrator/Kconfig

The board/SoC select menu in arch/arm/Kconfig is still cluttered.
Add ARCH_INTEGRATOR into arch/arm/Kconfig and move the board select
under arch/arm/mach-integrator.
