Masahiro Yamada e63510d1cb configs: clean up unused macro CONFIG_L2_OFF ...

Since commit c2dd0d455 and 45bf05854 introduced
the new cache maintainance framework to ARM,
CONFIG_L2_OFF has not been used at all.
